64 Impala Fuel guage

Just looking for some clarification from the OG's with Impalas. Painting my dash in my 64 SS so I'm going through all my guages. Finally got my clock working, thanks to a post I found on here. My next issue is with my Fuel guage and I can't find any posts with the same issue.
With the ignition off, it reads full. When I turn it on, the needle moves and reads the gas level like it's working right. In every other car I've owned, the needle has always returned to the Empty position with the ignition off. I removed the guage. Disconected it points to Full. Needle moves freely if I tilt it.
So is this thing jacked up or is it supposed to be like that? If jacked up, can it be fixed? Any help/insight would be appreciated.

I added some video.

As long as it works with the ignition on, it's fine.
I had a similar problem with my 80 Coupe deville,, but when i turn the car off it went to empty it stayed on full...... donsnt sound like any wires or the sender cause its works...you say the gauge moves freely when taken out...I say your gauge is bad..Id look for a new er gauge if you want it to be right....good luck homie
definitely something is wrong with it..

Thanx for the feedback.
Anyone know where I can get a good one at a decent price or where I can get this one fixed? Whichever is cheaper.
maybe the needle got bent? i may have other gauges laying around ill check for you
when my car is off the needle reads a half tank, when I turn the ignition on it reads empty. :(

I just fill the tank up everytime I drive the car until I can figure out where the short is in the wiring lol

fuel sender unit? i had the same prob, if you got time pull out the tank and have a look at the sender, look at the needle on it where it rubs on the wires, mine had rubbed thru them completely, replaced the sender and its fine now, no more running outta gas for me

middle when off...
