No special machine needed. Your "franchised" shops are just afraid of wire wheels. Typically if you go to a "Joe's Tire Shop" or something like that, they'll take care of you pretty good. And they already know that you want a static balance so they won't clip a bunch of weights outside your rim.

The reason the franchises are afraid of wire wheels is because they all have stories of the asshole kid whose tires they changed, the kid leaves and his wheels fall off while driving down the highway. Of course, 9 times out of 10 it's the asshole kid's fault 'cause he had his adapters on the wrong side of the car and they would have fallen off anyway. And when you're a big shop, who needs that kind of hassle.
