cylinders

ok, my cylinders i bought are used, and supposedly have new o-rings in them. when i turn the cylinder vertical (the same way it would go in the frame) the shaft slides down fast and extends all the way. is the shaft suppose to come out like this? please let me know!!! thanks ~JO$H~
