Which company/manufacturer offer the best setup for the ford focus sedan?

I want to be able to have 18's or 19's and still put it on the ground. I've seen some a couple of people were they tell me it's all the way down and it looks like lowering springs. For that amount of money I want to be able to tuck in the tires and have the frame touch the ground or as close as possible to the ground.

Hope you guys can point me in the right direction.

By the way. Whats better.. bags or cylinders....
