I have only sanded the paint off of the tank area of my frame and i welded my sheet metal on and i'm putting on my layers of bondo. My question is do i still need to remove the rest of the paint on the frame in order to repaint it, or can i just rough it up?

no need 4 bare metal although it gives a silky layer to lay paint onto. as long as your surface is consistent paint will apply evenly. also depends on the paint you're using, some colours are notorious for amplifying the smallest of imperfections. it comes down to your patience and desire for perfection. the transition from bondo work to original sections is crucial, as too is weld prep. my experience is bondo can be a prick at the best of times, critical analysis for pinholes and consistency of application is the trickiest part. patience and perseverence....thats how the monkey fucked the chicken :0
