Just got a reply from the TORONTO POLICE DEPT regarding the laws in ontario canada...

Thank you for your interest
The laws regarding Hydraulic suspension can be found in Ontario Regulation 611 Schedule 1.
To put it simply;
It is legal!!,
It must not leak any fluids onto any roadway or parking lot!!
and the tires cannot contact the vehicle in any way nor leave the ground on a public highway.
