yes you can remove it ( done it on 3 sets of wheels
you need some real good paint remover
just so everybody knows under powdercoat is (chrome)
with the paint remover, i just pressure washed it off.....
the power coat just bubbles up and turns to rubber
( 30-45 min set time b4 pressure washed)
it will not damage the wheels or scratch it
