it means either yo shit wont pass smog and they give you that as temp reg or yo ass is too broke to pay the reg after you bought the car

Its a moving permit.. Issued here in california.. Like if you can smog your car or something like that.. and your tags expire you go to dmv and they give u that.. its like a temp registration..
