I've bled the system several times and am quite
confident that their is no air. I've light tested the proportioning
valve and the light didnt go on. I adjusted the parking brake screws
on the calipers and noticed no differences in the pedal.
While drving the car and applying a panic brake the car comes to a
slow stop, with a hard pedal. What else can I do???

With 70s Cadillac rear disc brakes, you MUST use the parking brake every time. This rotates the piston down each time to keep it in close contact with the rotor. When you do this, the brakes will work properly every time.
