yes but youll have to cut your chain or move the wheel all the way back. 44T gives out more power to be back 36 is considered the granny gear on a MTB.
if youre gonna put on a smaller sprocket you might as well get a shorter crank too, if youre still building a lowrider. if not the sprocket you had was fine
The only thing that less teeth will do for you is make it a little easier to pedal. On my cruiser I use 36t because I can't stand up on hills so it makes it a little easier on me.
