Yeah, it probbaly has to do with the way they were mounted. It could be hitting something or rubbing (caliper, brakes) or when they were mounted they might not have lined up perfectly on the teeth (wheel adapter teeth to wheel teeth) or finally, you might not have tightened them enough.
