There is no law in California stating that having a hydraulic suspension is unlawful.
The above section posted by Crazy Cutty is exactly what is written in the California Vehicle Code, PERIOD.
When issued a citation by a peace officer for having an unsafe vehicle or a vehicle with a modified suspension, (hydraulics), the officer must be able to prove in a court of law why he deemed the vehicle to be unsafe.
He (officer) should have a reasonable, or basic knowledge of a vehicle's geometry and/or some mechanical knowledge, allowing him to determine why he felt the vehicle may be unsafe at the time the citation was issued.
Now, if someone is driving their vehicle on a highway, i.e., hopping his vehicle, straddling lanes, drifting into another person's lane, weaving the lane, 3 wheeling / driving in a reckless manner or having total disregard for the motoring public, etc, then you can and should be cited for having an unsafe vehicle / modified suspension. Save you hydraulic use for off-road, and avoid a citation,
